	Replace check_effective_target_arm_neon with
	check_effective_target_arm_neon_ok.

	* config/arm/arm.opt (mvectorize-with-neon-quad): Make inverse
	mask of mvectorize-with-neon-double.  Add RejectNegative.

	New procedure.
