autotools.bbclass: Order CONFIG_SHELL before CACHED_CONFIGUREVARS
This helps in overriding CACHED_CONFIGUREVARS with wrappers to run configure under e.g. for static analysers like scan-build from clang, while it should not change the functionality in normal case.
