image.bbclass is trying to inherit package_${IMAGE_PKGTYPE} and this will fail because a rootfs_tar.bbclass doesn't exist. When planning to build images one needs to inherit package_ipk, package_rpm or package_deb in addition to INHERIT += "package_tar". then package_write which actually generates the packages. The two stage approach allows us to avoid circular dependency issues from classes like debian.bbclass. As the data being emitted into pkgdata/ changed, you need to either wipe tmp or rerun the do_package tasks (wipe the do_package stamps). Everything will repackage anyway due to the new task.

The behavior is that of the root filesystem not having a ton of required shared libraries, like libc.
