Now that we have perl-native going early, we want to wait for
it to be done, along with autoconf/automake. But that's just
race prevention as we still don't want to re-run autoconf.

If help2man won't work when part of the program that it is generating
pages for uses one version of perl and it's using another, so we need
to use /usr/bin/env perl to ensure a match.
