obexd: fix QA warnings by creating empty package obex-plugins
fix the following warnings:
WARNING: For recipe obexd, the following files/directories were installed but not shipped in any package:
WARNING: /usr/lib
WARNING: /usr/lib/obex
WARNING: /usr/lib/obex/plugins
