ntp: uprev to 4.2.8p2

ntp 4.2.8p2 has more CVE fixes, like CVE-2015-1799, CVE-2015-1798;
and remove ntp-4.2.8-ntp-keygen-no-openssl.patch which 4.2.8p2 has integrated
