iotop: add from OE-Classic, update and tidy up
* Update to 0.4.4, adjusting python module dependencies as appropriate
* Add SUMMARY and DESCRIPTION
* Add LIC_FILES_CHKSUM
* Make LICENSE more accurate
* Fix unpackaged directory warning
