toasterconf.json: Add DL_DIR and SSTATE_DIR to poky toasterconf
Add the DL_DIR and SSTATE_DIR to the toasterconf with defaults set
We now support per project sharing of the DL_DIR and SSTATE_DIR
in toaster.
