rpm: update 4.15.1 -> 4.16.0

Drop backports.
Drop 0001-rpmfc.c-do-not-run-file-classification-in-parallel.patch as
enabling compression support in libmagic finally allows us to use
parallel file classification.

Add a backported patch that fixes musl builds.
