Revert "binutils-nios2-2.15.bb: Use target_{in,lib}dir from cross.bbclass."
This reverts commit 11d706d146d3b0b6205526372c1e1df6418d86ef.
Instead of using the poky approach, stick with the current OE way of staging
binutils-cross.
